The FDCPA first became law in 1977, and has been updated over the intervening years. In the 1990s the Telephone Consumer Protection Act sought to supplement the original law by limiting the use of the phone with respect to debt collection. And the Consumer Finance Protection Bureau was created in 2010 as a way to empower consumers.
Given this patchwork regulatory framework, there have been significant proposed changes by the CFPB with respect to properly collecting from delinquent accounts.
